Probably. They could've been much bigger like Britney vs. Christina so it's possible. It is, however, very rare and we probably won't see it again for another 5 or more years.

I Kissed A Girl felt really impressive though...
I always find it hard to believe that Gaga came in the same time as Katy, it feels like Katy has been around for longer, to me, and I don't know why. I remember listening to One of The Boys like a lot way before I listened to The Fame, and I loved The Fame...
Either way, I don't think you're speaking in terms of competition, they were never really put against each other, not in a way we had seen Britney x Christina, for example...
But I hope we do have other great exciting time in pop music, and we will, it's always like this, it gets exciting then boring for a couple years, then exciting, and etc.

Both truly defined the new decade of Pop music & brought fresh imagery & sound. They have been forever cemented as each others rivals or counterpart...whatever you wanna call it.
And they are definitely the Britney & Xtina of this age.

And yet none of them has seen the success that Katy and Gaga have seen and didn't debut at the same time, so your point is kinda moot. The closest to their success is Taylor and she debuted two years before them both. 
Katy has had two #1 hits and a #1 album and Gaga has had two #1 albums in the past one and a half years... neither are on the way out.

Katy never shook the world, though, as she is not a worldwide act. Gaga's impact is the direct cause of Katy's success since no one really paid much attention to Katy until she started copying Gaga's "crazy looks" in 2010. In addition, Katy's always been the opposite of Gaga. Gaga was seen as the weird, crazy girl, while Katy the girl next door, which made her even more acceptable. In fact, as Gaga continued to scare people away, Katy became even more generic in order to appeal to as many people as possible. Without Gaga making "weird" popular, there would have never been a need for a "generic, ordinary popstar", which is the niche Katy jumped at the chance to fill. That's why despite Gaga supposedly being a "huge flop irrelevant hasbeen", Katy has yet to outsell, out-gross, or out-win her. The originator is always more successful.

I Kissed A Girl was a #1 hit in many countries WW, Top 5 in almost all of them. The exact same can be said about Hot N Cold. Not to mention that these singles smashed BEFORE Gaga was a thing. If anything, it could be said that Katy paved the way for female vocalists (like Gaga) to take back control of the music scene.
What confuses me about your post is that you're saying that Katy was always the "girl next door", yet I constantly people saying that Katy adopted stranger outfits and more bizarre themes in her music videos after Gaga... which one is it?
Also, the key word here is yet. And with the PRISMATIC World Tour continuing to expand, I think Katy might be coming for one, if not two, of those very soon. Album sales aren't everything. I wouldn't say that Katy's losing, overall. Interesting to know your standpoint, though!
