no, they were asking for ransom even back when they had a well running oil refinery. They will simply plunder and steal if they are ever out of cash.
And we have yet to kill of Al Qaeda, or even Nusra Front. I doubt we can kill ISIS. Unless we go ballistic and just nuke them the way we nuked Japan, but I doubt there is much stomach these days for nuclear attacks.
They must be stopped.
