Toxic isn't universally acclaimed and it won a grammy in an irrelevant, non-televised category that was proven to be in the wrong for awarding the popstars themselves so instead they just started awarding DJs and producers. Once again, Teenage Dream (the song) is the definition of universally acclaimed and I wouldn't even put it in Katy's top 5 and neither did the GP. Shows how little their acclaim matters.
