I think the better question is why would she risk performing when she could just do a commercial.
It's not out of the ordinary for older pop culture icons to be in commercials, especially for the Super Bowl.

A commercial is promo. Hundreds of celebrities are in super bowl commercials every year and none of them perform.

the superbowl is always known for its commercials, they air dozens.
So Britney is probably just in some random commercial for a random company.
