It doesn't matter what stars they feature 'exclusively' to SD, the show is treated as an afterthought creatively. The fans already know it's the red headed step child. No attempts to boost the star power will change that. Remember when they moved to MyNetworkTV and added Triple H to the SD roster to boost it? The moment they needed him for the RAW storyline where Randy attacked the McMahons and kissed Stephanie, he ceased appearing on the show.
The only thing that *might* work is to have high fliers exclusive to SD. Bring up some NXT guys and feature them in the division.

On top of that, watching some of the segments that they green-light to air conveys a sense that, at times, there is a struggle of adequately accommodating the booked three-hour time slot allocated to RAW. They'd be fools to dig themselves even deeper by having brand-exclusive Superstars and feuds, when RAW's card at this point isn't even concrete and can be so volatile at times.
