87. Solved it in 15 seconds (after I dropped my phone and saw it upside down though )

I noticed that 16 and 06 were only off by one digit also the parking spaces only have one 'entry' so if you were pulling in to park the numbers would be the other way around, after that I confirmed they were in order (as most parking spots are) and yeah

At first glance, the orders of the numbers don't make sense. 78 would work, but it would be out of place with 88. Besides that, why would the parking numbers increase by ten instead of one? Even if they increased by 10, the first two numbers wouldn't fit this rule, so I knew I had to look at it from a different perspective.
