Promo is performing or being interviewed about music on televised award/discussion/talent shows or radio stations in order to promote your music.

Also having banners is promo.

Doing anything in order to promote something you're involved in.
Such as: a film, book, collaboration, single, album, product, clothing wear
You can promo such as doing: interviews, performances, meet and greets, signings, social media, advertisement, photoshoots, magazines etc

Promo is promotion of any body of work for commercial gain.

Promo is all the things you pay for in order to raise awareness of a new project whose potential success will benefit you financially or professionally.

Examples
Performing your new single on Jimmy Fallon is promo
Performing a tribute of a deceased artist at the Grammy's is not promo

Getting an iTunes banner for your album is promo
The media talking about your album is not promo

Getting huge billboards and posters in a number of city streets for your tour is promo
Getting hude billboards and posters in a number of city streets for some charitable event or non-music related campaign is not promo

So do SB performances not count as promo since the artist doesn't pay for it?

Uhm no. If your name is included, its ALWAYS a promo.

Performances are promo.
Interviews are promo.
Having your songs spammed on radio is promo.
Buying all of iTunes' banners is promo.

Tweeting, Facebooking and Instagramming are also promo, but to a lesser extent.

Media hype is also promo, but it's free & effortless promo.
