I do find it very amusing how some fans act like if artists owe them something and should be pampering to them, thats BS. The artist already created the music you like, be grateful and dont complain.

Im sure she contacted him multiple times during the BTW era and again before the Artpop era. She is really thirsty for that collab.
How? Thats my secret, but the funny thing is that Gaga herself actually showed the proof of it for all the monsters to see and they didnt notice at all lol Only we Bowie fans immediately did, and he certainly wasnt rude to her. He just probably doesnt want to collaborate.

He does tho, just not as publicly. But only with those artists he finds interesting, not because they claim to be his fans. He often admires new artists and before his hiatus he collaborated and toured with variety of young artists, and even was inspired by them multiple times. He is very open minded in this.
