No. You have to take into account the video interludes / segments / and actual performance edits of each song. So it obviously won't be song, song, song, etc. the end.
This setlist is the exact same length as The Onyx Hotel Tour, with almost the same amount of songs in each act. The only reason people are complaining is because they want something to complain about, failing to realize it's 18 songs (counting the interludes) just like the last tour.
