Only Katy's are. Beyonce always struggles to snatch up hit songs so her album sales make sense. Katy ***** out hit songs like it's an easy thing to do so her album sales in comparison are horrid.
To be fair, Rihanna's album sales are low too. Katy and Rihanna should be pushing more albums than anyone every time they release an album. Otherwise, what good are their #1 hits if they don't push albums?

Katy's sales are definitely not mediocre, she has also a TD, her singles... This thread was pretty much about Rihanna selling ~4m albums average per year this decade yet getting called non-album seller
