John Jonchuck Jr, 25, was arrested half an hour after a man was seen speeding towards a bridge and throwing a child 60ft into the water last night.
Rescuers found and tried to resuscitate Phoebe Jonchuk but she could not be saved.

'So we ran right over where the tide was going and with the wind breaking the opposite way - where I thought she would be - and we weren't far off.'
The girl was found 40 minutes later and attempts were made to resuscitate her. She was taken to hospital she was pronounced dead.
