umm probably Tulle , chiffon, or high transparency mesh (white would the best color?) fabrics. Keep in mind that these fabric tend to vary in their transparency so make sure you see an image of the fabric first.

Voile is also an option.

This website sells pretty very cheap fabric so put the fabrics I mentioned in the search box or maybe even try "clear" or "transparent" https://www.fabric.com/ or just get a shirt made from that fabric from some random store and cut the sleeves. lol
