I think the only way another civilization could observe us is if they were a) far more intelligent than humans and b) actively and seriously exploring along with c) possess a deeper understanding of the universe.

but chances are, there is more than just one other intelligent civilization (like around our level + above) that exists at this very moment
and the universe has been around for more than 13 billion years, and it took only a few thousand years for people to get from hunter gatherers to where we are today... who knows how long it may take us to get around to something like interstellar travel! imagine how our technology would be like in just another few hundred years! (assuming we dont wipe ourselves out first lol)
maybe every single intelligent civilization uses a unique wavelength and everyone is trying to find each other but our technology is so different that nobody listens
but like the paradox says, it is likely that a civilization has already developed interstellar travel and if they have used it, and what's stopping an intelligent society of who knows how many years of existence from traveling the entire universe? or have they already found us?
