Because if Katy and Rihanna fans want to troll they have Lady Gaga and Beyoncé fans respectively to easily provoke, no need to go after each other with well thought out drags when a simple comparison between rivals can cause a massive crap storm.
Besides, Katy and Rihanna fans are generally the most laidback fanbases of the major ones and it's highly unlikely that the two most laid back ones will go for each other.
Cuz Rihanna and Katy are friends irl and have the most singles success so it's easy to stan for them both at the same time. When they finally make a collab together it'll just strengthen the bond honestly.
