Yet you still have the story telling, which also makes it country. But, you take the strings out of any country song and it can sound pop.
And I'd beg to differ that Taylor was never "truly" country. Her self titled debut had some pretty massive country influences. Take Tim McGraw, Our Song, Teardrops On My Guitar, Tied Together With A Smile, Stay Beautiful, Mary's Song, A Place In This World.
If Taylor's earlier songs aren't country, than none of the top acts in country music was.
