Are you joking? If police officers can be video taped clearly murdering an un-armed black man on the streets of New York City in 2014, then do you really think something will be done about a guy being thrown to the ground?
It definitely seems excessive... HOWEVER cops are trained to be in a war combat mental state at all times... Hyper aware, highly attuned to any possible threat in their environment. When you sneak up behind uniformed officers and start wildly flailing, you are engaging that combat response they have been trained to use.
