She solidified Miley Cyrus as a mainstream pop culture figure outside of Hannah Montana. Two-time TIME Magazine most influential figure at age 21... Lol poor others.

It wasn't a failure at all. Don't get me wrong; her career was two steps away from death before she released "We Can't Stop," and put it back into full force.
However, we all learned from a certain someone else that shock value works only temporarily for one's career and that the public gets bored very easily, especially when you go M.I.A. for so long.
For her next era, she should try displaying her talent more often, and Lord knows that she has it. She could do something of a "soul-cleansing" era like Methcus and get her general appeal back. I don't see her making much of an impact on the pop scene again if she keeps trying to rehash songs like 23 and Love, Money, Party.
