That specific example is racist. He said definitely no black people and once you asked why he said he's no attracted to dark-skinned people. It's racist because not all black people are dark-skinned and his generalization that they are is what makes this preference more than just a preference but rather a racist attitude. There are black people who can be as light as white people and under his definition he would be attracted to them because they aren't dark-skinned, however he said no blacks so despite them technically being attractive to him, they get written off for still being black. That is racist.
Had he just said "I'm not attracted to dark-skinned people" then whatever, it will just be left at that. And lets not even get into the fact that there are people of other races who can be as dark or darker than black people...like clearly he just doesn't like black people for whatever reason thus making him racist.
