You're right. Rihanna does get a pass, when her music really is no better than Katy Perry's music. They both are the type of artists that only have roughly two to three good songs per album, the rest are just filler -- probably why they're friends, they share common traits. The difference between Rihanna and Katy Perry is that Rihanna's music and videos are not pandering to tweens and she's not making her tours a Disney channel children's show, that's why it's easier to overlook Rihanna's genericness, i.e.
"At least she's being a 'grown-up, mature pop star.'" Furthermore, Rihanna's overall imagery and style comes off more "artistic" than Katy Perry. But yes, Rihanna and Katy Perry are essentially one in the same.
