Because Apple knows it's audience buy premium, to avoid the bloatware, and have a software that gets straight to the point.
Most people who want their phones to do more than what a Smartphone is supposed to do (Call, Text and run Apps) find it stupid people would pay more for a phone that can't have a Custom Theme, or have a File Explorer etc. because that's not in their mind space.

It's like people who buy a house, and keep it minimalist, clean and sleek don't understand how someone could buy a house and fill it with decor items, and clutter. And those people who don't think a house should be kept clutter free, and should look personal and lived in.
