Yes, POC can be racist to other POC because they're all marginalized and oppressed groups in a society where white people are the norm. But they can't be racist against white people.

I'm not saying she was particularly being racist in the broad sense but generalizing as she did was completely wrong. I don't get why people are defending her. I mean I'm black but I don't see how anything she said helped anything in any matter. Look at history there are white individuals who supported the cause for liberation and even had to sacrifice their lives for that. Azealia saying something like this is disrespectful to all of them.
