Shake It Off had a lot of hype and was released off the momentum of the Red era. Lord has already been establishing herself globally. Whereas, LS had nothing to capitalize on outside of North America. Shake It Off wouldn't have done as well if it was in LS's place. Plus, LS had longevity despite it not being performed numerous times unlike SIO.

SIO is her biggest hit, period. If it capitalized on past success or not, is not relevant at all!

But I wouldn't cal it her signature hit everywhere. In US, Aus, NZ, Canada and some in asia (philippines) it was her monumental and signsture hit. It slayed massively on where it slayed. But I bet some places shake it off or trouble are her signature hits, especially in europe.
