A 15-year-old boy was kissed on the neck by the man at the corner of 2nd Ave. and E. 22nd St. 3:10 p.m. Thursday, police say. Ten minutes prior, they say the man kissed a 12-year-old boy on the cheek and tried to grab his buttocks.
The suspect is described as a Hispanic man in his 20s to 30s.
Police say he is about 5-feet-5-inches tall and approximately 155 pounds. They say he has black hair and a light scar on the upper right side of his forehead.
