Okay, reading this made me sad. Without Katy, they wouldn't even have a job atm.  Was this a problem before the Universal takeover because it seemed like she had more control over TD.

Same team with only a few changes (none of which have made a difference regarding control). She had a great record choosing her own singles, so she mostly got her way, but lost trust when she changed "Birthday" to "Unconditionally" last minute and it didn't do that well. Greg still supported her until he had to move on to "Dark Horse."
To be fair, Katy has never recorded a huge Pop-Rhythmic-Urban crossover single. They were massive before she became massive (late 90s-2005). Music followers and radio knew it was that from the start, but her ear is trained for pop hits.
The only international decision (UMG and in some parts, EMI) that had sway was with TIHWD. It's "early radio success" (or so they claimed) in Australia and New Zealand was enough to convince the President of Capitol to release it, effectively vetoing "Walking On Air," despite cries from artist, everyone under him in the U.S., and radio.
Lessons learned (hopefully): don't listen to Jason Lipshitz following a listening party, never release a ballad second unless it's the best ballad she's ever recorded, and don't put out the best tracks as instant grats weeks and months before the album is released because they could potentially deter every following single that's great but not as great ("Birthday").
