Katy Perry. GaGa was 10x bigger during her peak but sadly it's not 2010 anymore and pretty much everybody (besides her extremely loyal fanbase) has moved on.
"Roar", "Dark Horse", Prism, The Prismatic Tour, TWO videos with 700 million views from this era alone, bigger searches on both Google and Bing, more Twitter Followers, high-profile endorsements, Super Bowl performance, etc.
As of 2014, there's no competition, really.

Eh...you don't really want to try it with YouTube views. It just weakens your point, since Katy has several videos with over 400-500+ million views. A commercial doesn't mean anything.
And yes, The Fame sold shitload of copies, when will Katy, ya-da-ya-da-ya-da. These days, Perry sells more records than any pop-girl not named Taylor Swift or Beyoncé and you know it

Gaga has three WW #1 albums in the last four years. Since Katy has so much ~starpower, I'd expect her to be able to score a few #1 WW albums in the last four years as well? Or at least one?

Ugh the Miley stans, I honestly don't get why they hate Gaga so much
They're latterly in the same lane right now!! Check Google trends!! The difference is Gaga is supposed to be over and Katy is supposed to be the Queen of Pop.
Success =\= star power and the only reason why we're bringing the views is because katy perry stans think success = star power so we're clocking them with the super bowl commercial 
Sam and Lorde sold more albums + singles in 2013\2014 than Gaga, are you telling me they have more star power than her? 
Justin Bieber has more star power than KATY PERRY!! And his last effort flopped hard.

It's not just The Fame, every popstar from Gaga, to Pink, Rihanna, Bey, Justin Bieber, One Direction, Michael Buble, Eminem, Taylor Swift has sold more albums than Katy since 2008 (her debut).
Kind of underwhelming considering how much starpower she has
