Beyoncé is loooooooooved by the media and the wolrd in general that's enough. THE SALES are just a cherry on the cake actually in Beyoncé life. the day you'll understand this you'll understand every decision she makes.
Because of the way mediatraffic works. it's based on points that have inflated a lot and have reached it's peaks these past years. Points were lower years ago, mainly because sales were low. Then somewhere in 2007 they started taking off. #1 selling song in the USA in 2005 would sell like 30k weekly, nowdays it's more than 300k. And that's what adds up to total points and that's why there are so many new songs on all time chart. Points system is highly inflated and not representative.
If today's sales were like this in let's say 2003., CIL would be on all time chart for sure.
Basically, it's fundamental to understand how each chart works and what are it's flaws. In this case flaws are inflated sales of the past few years.
Another thing is that she's RnB musician and has had very few pop singles released. Also, her biggest selling song SL was released ONLY in the USA. In Europe it charted only based on viral popularity.
Anyway, having high albums sales and constant hits is much better than having "Blurred Lines" situation.
