I mean, not saying ARTPOP has the best quality but at least if they're praised equally by critics, I'd assume they would put ARTPOP in that category as well.
Access Hollywood live just announced best trad pop vocal album. I don't remember them all but Gaga and Tony, Streisand, and Johnny Mathis all got noms.

Prism had better sales and bigger hits, Bangerz had bigger hits as well, it's understandable why they chose those two over Artpop

No, critics love Shake it Off/1989's sales, and wanted to be on the right side of history when they sold a billion copies.
