Both are fake levels not in the manga therefore not canon.
But SSJ4

Super Saiyan God's hair was supposed to be in-between the hair of 3 and 4 initially. I'd say it's stronger than 3 but weaker than 4

The latest 2 seem terrible.

SSJ4 clearly. SSJG is stronger than SSJ3 for obvious reasons, but I don't think it matches SSJ4.

SSJ4 Gogeta is still probably the strongest out of the whole trilogy including the films, in terms of raw power. I think Gogeta would have seriously challenged Bills and maybe Whis as well.

If we're not counting DBGT as canon (I disagree and like that series) then probably the strongest theoretical combination would be Vegito SSJ3.

Vegito SSJ2 was stronger than SSJ3, he toyed with Buu when Gotenks and Goku struggled even with SSJ3.

So probably SSJ3 Vegito = near SSJ4 and could possibly match or beat SSJG.
