If you get caught having sex in prison, you get thrown in the hole. Plus, there are a whole lot of things the condom can be used for besides sex, so nah.

Mess. It's a show that comes up on msnbc about prison and jail life and I've seen some episodes where they discuss sex in prison. Of course is not gay for them to do it there is more like a dominance kinda thing. But usually they go for the skinny/smaller/white/pretty/lonely boys and they usually rape them. Most of the guys they rape are straight and I doubt they'll use a condom when they're raping a guy.
No man in jail would have the balls to grab those condoms not even the biggest booty warrior. Too much pride.

I think they should test-pilot it at some prisons and see how it goes. I mean they should care about the health of the prisoners, even if they aren't supposed to have sex.

Yeah people could use condoms to do things like smuggle drugs or help construct a weapon, etc. and it wouldn't be worth the risk of people misusing them
I doubt an inmate will use condoms for sex. If anything, they will use it for something else. If Rose Nylund could use her condoms to throw water balloons at elderly people on a cruise ship, then a prison inmate could use a condom for something even bigger
