Our government is way too lenient with them, although the new government is finally starting to crack down on the illegal arrives. A hard line approach is what's needed. They get more benefits and welfare then our own citizens. When your own people are suffering at the expense of illegal arrives, you know something is seriously wrong. Sure Manus island has it's faults, but when you had 300+ boats arriving illegally in 2013 alone, something had to be done.
