Nobody should have to PAY for personal privacy, no matter how famous you are. It's a basic human right and it should stay that way, before and after fame.

Nobody has to pay for personal privacy, though. Personal privacy is the privacy you have in your home, hotel room, and in other private places. What you have to pay for is public privacy, like when you're on a beach in Katy's case. Nobody is owed privacy when they're in public, that's why it's called "public". Katy cannot get mad at paparazzi for taking her photo in a public place. Simple as that. Now if they start climbing onto her boat or hotel room, then she can complain.
