The answer is between Rihanna and Katy Perry. Rih did 8M albums WW and Katy did 6.6M. Katy did like 50M singles WW and Rih did like 25M. Katy's tour was also bigger, granted touring did increase in size. I think I will have to go with Rihanna, though I'm not entirely convinced of my choice.

Most of Shakira's sales are local, though, and she's never listened to in foreign markets like America, Europe, Canada, Japan, or Australia. She also has zero iconic hits from that era and can't move singles at all. Her Bey and Ri collabs are her only major hits

2001. Shakira in 2001 was also bigger than Beyonce in 1999-2000, the year of her peak.

Only one major artist has released since BEYONCE and she will outsell her by miles. BEYONCE is Bey's peak in celebrity but commercially it fights 4 for Bey's weakest era. It was not her peak.

I'd say Beyoncé. Mostly because she's maintained pretty consistent popularity through her career with a slight peak with Sasha Fierce.

Laundry Service: US=3.5 million - Total WW=13 million

BEYONCE: US=2 million - Total WW=3.5 million

DIL(ha real peak): US=4.5 million - Total WW=9 million

As much as I love my queen, I gotta go with Katy. She's the only major pop girl that was overshadowed during her peak (Gaga in 2010, Adele in 2011) and her peak was just not as strong as the others.

Laundry Service was absolutely huge everywhere, Whenever Wherever was the biggest pop girl single of 2002 and Underneath Your Clothes was in the top 10 biggest of that same year.
The album sold more than 13 million WW with only about 4 million coming from the states.

She was even bigger during Laundry Service (bigger than any other Pop-Girl) in my Country and she was a thing in the UK&Australia&US too. Whenever wherever is the bestselling Song of 2002, Underneath your Clothes is 6th bestselling, while Laundry Service is bestselling Album.
Continental Europe is the Region where she saw the most Success next to Latin America. Why do you even try to argue with die-hard Shakira-Fans who know better than you. And please tell me how Beyonce Era is her Peak when it's not even Gold in Germany or has produced a Top20-Single? Her Peak in continental Europe was probably 10 Years ago. She's not even the biggest Seller in the US at this Point.

Katy. Even though the Teenage Dream era was massive, she never really felt like a huge superstar. Like there wasn't much press regarding her and Russell's relationship, and outside of her singles, people never really seemed to be that interested in her.
