Because in the first issues (dated back in 2012) I tracked people with at least 1000 posts. It was a mess, because it caused lots of work and basically people that had from 1000 to 3000 posts almost never even charted, so I revamped it to only include data from people that has around 3000 posts.
Also it wasn't the main chart, the main chart was a Music chart, at the moment I created the Members chart, people (most) stopped caring about the music one so in the end I changed it from a music chart to a members chart which led me to include posts from other sections that I didn't at first.
Now it includes each posts from everywhere.
That was the evolution of the ATRL chart.
But our good sis iHype. is still doing the music chart for those who liked it
