I don't really think it's an unreasonable request for Beyonce to expect to be chauffeured about. Aside from the fact that it was cold and she was in heels, there's also the issue of her being a celebrity and thus there is a good possibility that she would have been hounded by fans and caused quite a commotion with all the people who were in the area for the inauguration.
