But I know lots of people attempt to report a page as spam, because if a page gets reported a lot it might get taken down. But clearly that isn't really really successful since a lot of accounts with the best names still exist after all those reports.

Usually they like to see if you have a brand under that name, but if they haven't tweeted in years it's usually fine for personal accounts.
I've claimed two that were inactive, but back then there was a process for doing so that they have since removed. Inactive names get removed now every couple of years or so.
