That's what you get when the music industry keeps relying on platforms created by companies outside the industry. The goal for those companies is money at the end of the day, they don't care much for the actual music and its industry, like they should.

Why is that a jaw-dropping revelation? Why would the per-stream rate go up? The actual number of streams will go up as Spotify grows.

Making a living from creating art is a privilege, not a right. If you don't want your music on Spotify, fine. Don't put it there. But don't complain about Spotify itself. ~$0.01 per play is the value that music now has to the public. If you don't want to deal with that reality, then get another job.

The problem is record companies not Spotify. If Spotify currently pay out almost 70% to rights holders then the per stream payout isn't going up. Spotify needs more users so the total payment goes up.

Spotify pays better that YouTube/Vevo/radio so let's get rid of those first.

Exactly. Spotify will actually pay more than radio and other streaming services the more it grows. At this point people are being greedy and seeing the short term. This is what I hate about the music industry sometimes.
