If Madonna has had a prime that lasted 5 decades (dancing well in the 70s, 80s, 90s, 00s, 10s) while Britney had a prime that lasted two ([late] 90s, [early] 00s), who was the better dancer?

I really don't think Madonna maintained the same level of choreo that she had at her physical peak. Sure, she lacks the drastic and embarrassing drop that Britney had between the Onyx Hotel and Piece of Me, but I don't personally see that as having bearing on actual talent. I prefer to look at it from the "who's best is better?" standpoint.

Yes, I suppose it is more circumstantial, though I think quality and quantity are both valid in discussing when talking about who is better.
I remember being slayed by Britneys dancing as a kid and trying to dance like her. She had so much energy.
And I like how intricate and passionate can Madonnas dancing be, choreographed not necessarily to impress, but to express.
