How is she only the 6th if you consider the Digital era to be 2009-onwards which is inaccurate? The transition to Digital era started in '03 and you could OFFICIALLY say '05 was the beginning of it.
The lies, the deceit, the struggle to create ''achievements'' that are non-existent.
Also Bey would be one of the acts that has sold 10 million during the Digital era. The ACTUAL Digital era - not the pseudo time frame created by the OP.

Because it was much easier to sell physical CDs before 2009 as 2009 was the first year in decades with less than 400 million albums sold
Even with 2008 included, the list of artists wouldn't change anyway. Singles sales were too low for pre-2008 years to be included in the digital era + 2008 alone has much higher album sales than the following years, let alone pre-2008
I hope you know Cheek To Cheek is one of the best selling albums of the year.
Her downfall is not as bad as people make it out to be, it's just that album sales have been steadily declining since she first came onto the scene... but whatever helps you sleep at night.
the fact that BTW sold 8 M+ WW it is funny much downfall i see ( they called it a flop back then )

The year '05 marks the beginning of the Digital era in the US and trying to spin it in favor of creating some pseudo achievement for Lady Gaga won't help the case.
Also, I'll provide you a little SoundScan update for the numbers you have in the OP since they are slightly outdated.
The Fame (Monster) - 4,586,548
The Fame Monster (EP) - 1,589,514
Born This Way - 2,338,941
ARTPOP - 749,148
The Remix - 309,781
The others haven't been updated recently but it's safe to say they shouldn't be much higher since even ARTPOP sells less than one thousand copies weekly nowadays. The updated numbers are from last month.
Justin Bieber Believe 1,605,000
Justin Bieber Believe Acoustic 404,000
Justin Bieber My World 2,080,914
Justin Bieber My World 2.0 3,330,000
Justin Bieber My Worlds Acoustic 843,000
Justin Bieber Never Say Never - The Remixes 943,000
Justin Bieber Under The Mistletoe 1,472,000
= 10,677,914

"artist to sell albums in climate with less than 400M album sales per year" doesn't flow as well as simply saying digital era. You obviously understand I'm referring to the period with low album sales. Sales in 2005-2008 were a lot higher so it wouldn't be a fair comparison

I understand that Lady Gaga's career isn't exactly blossoming at this certain moment and that her last solo release delivered numbers that are more than underwhelming for an artist of her caliber but that doesn't mean creating pseudo ''achievements'' to show her in a better light will help her case.
She's been very successful in the past and her numbers are impressive nonetheless but lets not go around fabricating achievements.
