well two problems:
1. STDs aren't THAT much easier to catch and far from everyone has them so it's not like every gay man has syphilis or something, the rates aren't so high that it really makes sense to ban it
2. we have the technology to test for STDs relatively easily
the rule is based on outdated research and misconceptions about sex between gay men. in the past there was a thought even in the medical community that gay men all had STDs, which definitely wasn't made any better by the HIV epidemic starting from gay people. nowadays people don't say that as much but the rule is still there anyway.
edit: ok i just saw that thing about not detecting the virus but it's still stupid because straight people have PLENTY of STDs too. HIV is actually unfortunately common so if you really wanted to keep it out you'd have to tell people to not donate blood if they have sex with anyone other than a long term partner at all...HIV has spread to straight people by now and that's what the real difference between the two is so i don't see how it's fair
