No, and most people including her won't reach her peak for a while. She could easily comeback with a good 400k - 500k debut album and a couple top 5 singles if she wanted to. Do what U want could of easily snatched if her label didn't mess up
Unfortunately, Gaga kind of lost her coolness, and since she doesn't have strong demographics with kids or adults, or a strong genre base like RnB, she is going to be limited in sales. Anything by artists with young people as their primary demographic is not going to do well if that artist isn't seen as cool.

Kesha had a hot little moment let's not forget TiK ToK hitting #1 in 2010, being the best selling song of 2010, selling 15M+ copies (more than any other western artist, male or female), two critically acclaimed albums. Obviously not Gaga's duration of slayage but her peak was arguably up there considering this was all during The Fame Monster era, Gaga's peak, too. Gaga just had The Fame behind her too which gave her more WW support. In the US, Kesha was probably bigger at her peak than Gaga.
