If it says "Last edited: [insert date]" at the bottom of the post, then the moderators can see the full history of that post. However, if the user edits it within the window between when that starts showing up after edits (I think it's 10 minutes) then the moderators can not see any of the previous versions of that particular post.

It's actually 5 minutes from the moment the post is made.
And one can report the post immediately before it's edited in that time frame for mods to see as well.

What if it's a fake report, though? It's easy to change the text in a report.

Fun fact: you have to report it with the warnable content included. Mods see that it was edited but not what it originally was unless you report it before the edit.
The window before which edits are completely unrecorded (outside the report of course) is five minutes.

Can't members then put words in other members' mouths? Like if someone edited their post because a sentence didn't make sense, and it came up "Last edited at 5:23pm" then couldn't another user report it and say "This user said 'Rihanna deserved to get bashed' and edited it out" with the mods being none-the-wiser?

You could, but I believe it wouldn't get warned because there's no proof of it in the logs.
