To be completely honest, I don't think Kesha had the drive to become a long-term phenomenon. She was successful and had some big moments, but never she was never "too huge". I think she was comfortable with being a second-tier pop artist.
That's actually something I like about her. To me, she was never an untouchable pop star and because of that, she remained humble and grounded. She remains the only major mainstream pop girl that I continue to support to this day.

To be fair the Teenage Dream era kind of crippled Kesha a bit in a sense. Not just Kesha, all of the pop stars were affected by Katy's success then to some degree, but Kesha was affected the most due to them being so similar and working with the same producer and Katy basically picking up right where the Animal era left off. I'd argue that Kesha during the Animal era was a bigger celebrity than Katy during the One Of The Boys era. Kesha had a #1 album and 8 Top 10 singles, including 3 #1's... that really is quite amazing for a debut era. The potential was all there. But obviously it just wasn't what Kesha was feeling anymore after the Cannibal era.
I think your perception is based in truth but is being muddied by what we know now. Kesha probably did want to be a long-term phenomenon, just not with the music that Luke wanted her to be associated with. While she was really young and wild and crazy she was more than happy to work the electro-pop party girl shtick. As she grew older and matured however she wanted to keep things current and change up her sound and reflect herself in that stage of her life, and Luke wouldn't allow her to, keeping her stuck in 2010 Ke$ha. I don't feel Kesha was ever wanting to be or happy to settle for being a second-tier pop act or anything like that. She just wasn't allowed the chance to reach her potential with the music she wanted to make.
She would still be humble while she was on top, if she was humble during TiK ToK, she would be humble no matter what. No amount of success or lack of success would change that.
