I hate to be the bearer of bad news but the paps don't run to wherever there are large groups of teenagers.
What kind of logic
They are often given tips by the celebs team. Sometimes gaga's team would tip them off especially when she has something to promote and sometimes they follow her around.
it's the same, with every star. When they have a product to sell they use the paps to get into the papers. When they don't, they like their privacy. This thread is a little pointless, they're all guilty of it.
If the artist is in the middle of a scandal, the paps seek them out because a pic of them that no one else can get is worth more. For example when Madonna adopted David, the pic of him arriving at the Airport allowed the photographer to retire due to what it was worth.
The paps are less interested when the artist wants to promote because everyone gets a pic so thats why the celebs team tip them off. Occasions where They follow and harass and go after them are to get those secret shots that no one else has when the world is talking about that particular celeb because of a scandal or the like
