I'd say neither, but London has an edge. European skylines are dull in general.
The Eiffel tower's shape is more iconic than any other outline in Europe, though.

But I thought London was the most visited city? And Paris "stayed true" because Hitler didn't want to destroy it. London was forced to reinvent itself after the war.
