So we should let them starve as the government sluggishly attempts to find them sufficient living space? Because "productive" according to that statement would be finding them housing or shelter, and that's not as cut-and-dry a process as some people like to pretend, nor is it quick and easy. There is no logical reason for prosecuting those feeding the homeless.
