When those 2 guys were following her is creepy and is harassment.
When that man was asking her to smile in a moron manner in the beginning was.disrespectful.
Everything else wasn't. You can't claim harassment when you don't know for sure the intentions of people. It's called prejudge. Why try to find some hidden hint behind a simple compliment?

Not surprising, I usually hate going put with a pretty girl because I feel so uncomfortable at the amount of stares or cat calls she'll get. Being a female is rough.

Yes it was. And what do you mean you don't know their intentions? Most of them were saying "damn!" or "nice!". Clearly they are just thirsty ass heteros. These are the same men who probably get uncomfortable around gay men because they feel like they are being checked out.

Some people don't want random compliments from strangers when they're walking down the street though, it's creepy. Maybe they just want to walk down the street in peace?

3 different levels here :
-Following her for several minutes : Absolute no.
-'Hey baby' 'hey sexy' etc. : not as bad as the previous case but still too formal. You don't know the lady, what gives you the right to speak to talk to her like that ?
-'Have a nice day' 'God bless you' : No problem.

If they would greet everyone with that, then sure, but it's pretty clear that their intention is to greet her specifically because she's an attractive woman. It's wrong.

I thought much of what was said was harmless without context but imagine guys saying the same things to other guys with the same recurrence. I'm sure a lot would try to start a fight like:

Guy 1: Hey sexy!
Guy 2: Who you calling sexy you ****ing fa**ot?

Well obviously that's part of public social interaction. As long as it's done politely and respectfully (and I don't include 'hey sexy' in that category) and that it's not insistent, I don't see the issue.

There's nothing wrong with trying to talk to someone who is attractive. If they were saying degrading and inappropriate stuff I would understand but there's not offensive (imo) about talking to someone attractive.

Okay, but that still doesn't make it harassment.

At least half of them would make the next move if she responded back.
