It's probably considered her best because it's absolutely mindless dance-pop fun without any pretensions (until the awful last track, the one about her divorce). It's what anyone who listens to Britney wants - let's be honest, nobody cares about Britney's feelings and (aside from her hardcore fans) nobody listens to a Britney record for any kind of personal enlightenment. Blackout does away with all that and embraces the crazy.

That being said, it's still about 7/10. The first five or six tracks are great - it gets pretty weak after that, though it's still fun.

As for it's wider "impact" in a critical sense, Rob Sheffield published this ridiculous piece on it for his blog on Rolling Stone, and Britney fans didn't seem to get his particular brand of humour (he compared her use of auto-tune to Bob Dylan's use of harmonica or something) so they kinda went crazy with it.

How can blackout be filler when it is her most cohesive album ever along with FF. The only filler on that album is Why should I be sad because it damages the flow and it's production doesn't fit with the rest of it. Still very personal from a lyrical point of view.
