Sugar Skull is appropriation because it's taking the sugar skull symbolism from Dia de los Muertos, stripping it of it's cultural meaning and context, and using it because you find it aesthetically pleasing or otherwise want to partake in it minus it's original culture. I wouldn't say it's flat out racist, but I'd go with plain skull imagery instead of taking something from another cultural identity that you have no claim to and haven't been invited to participate in.

Dia de los Muertos is pretty damn sacred in Mexican culture, so I can see why this would be problematic.

Modify it to take out the resemblance to sugar skulls and you're golden. I can't really see the resemblance between sugar skulls and what EP's character has on there anyway, it just looks like a straight up skeleton tattoo

Hispanic people don't have a monopoly on skull face paintings, not sorry. If someone was deliberately doing it to insult their festival then yes, I would of course disagree with it. But simply painting your face for Halloween is fine. Ignore your friend and dress up if you like, you're not hurting anyone.
