They aren't really the same. Bey is more high-fashion and Gaga's is more avant garde.
Bey is prettier and Gaga is more out-there.

Eternium put it best, Beyonce's cut is what most would consider prettier, and Gaga's is more out there and avant garde.
To be honest I think that style of bangs is ugly and would only work if it was avant garde.
