Well she doesn't mean rebel like party girl/law breaker/whatever.
She refers to her parents' "mistakes" in the song, which is why her father is "careless." She became guarded/careful as a result, but then "you saw me start to believe [in love] for the first time" so she's a rebel. Also agree with MissedTheTrain that it's less autobiographical than most of her songs. "We got bills to pay" doesn't really make sense at that point in Lord's life.
Speaking of partying though, the opening line of SIO still makes me laugh. It works well in the song so I understand why she included it, but in the grand scheme of things, literally no one says Lord stays out too late
